In 1981, the Association of Food and Drug Officials (AFDO) used surplus funds from the 75th Anniversary celebration of the Food, Drug and Cosmetic Act to create a scholarship program. From that fund the George M. Burditt Scholarship and the Betsy B. Woodward Scholarship were established, each providing $2,500 annually to a deserving student entering their third year of college in the United States. A third $2,500 award, the Denise C. Rooney Scholarship, was added in June 2008 and is also presented annually to a qualified student entering their third year of undergraduate study in the U.S.
